Ellen “Shepherd” Briggs, the leader of Sandstorm, inked Kurt’s name on Jane’s body to use her as a way to get closer to him. Kurt’s tattoo signified that he represented corruption within the government. After he receives power through COGS, his knowledge of the government would determine his capability.

Eventually, Shepherd gets arrested in the last episode of Season 2, with Jane and Kurt coming together to stop her.
