Season 2 disclosed the mystery behind Jane’s ink after it helped the FBI solve many cases. The series reveals that the Sandstorm terrorist organization shares an interesting connection with Jane. The group was using Jane to unleash their central goal: the Truman Protocol. The Protocol is an initiative to end corruption in the US involving the Continuity of Government Subcommittee members.

These COGS members would take charge of the country from Congress and the President following a terrorist attack. Ellen “Shepherd” Briggs, the leader of Sandstorm, inked Kurt’s name on Jane’s body to use her as a way to get closer to him. Kurt’s tattoo signified that he represented corruption within the government. After he receives power through COGS, his knowledge of the government would determine his capability.

Eventually, Shepherd gets arrested in the last episode of Season 2, with Jane and Kurt coming together to stop her. Further, it is revealed that Jane is the mastermind behind her tattoos and memory loss. Oscar ended up showing the video to Jane, where she confessed that she “did this to” herself. She confessed her present self with the reassurance that she could trust Oscar.

The show reveals that Shepherd adopted Jane and made her a member of Sandstorm. She removed her memory of the group with a drug to go undercover in the FBI and help Sandstorm succeed in their plans.
