President Asif Ali Zardari has formally signed a proclamation to impose emergency and governor’s rule in Khyber Pakhtunkhwa, effectively suspending the provincial administration led by Chief Minister Sohail Afridi. The move shifts executive authority to Governor Faisal Karim Kundi.

The presidency invoked both Articles 232 and 234 of the Constitution to authorize the transition. While Article 232 allows for the declaration of an emergency based on threats to security, Article 234 provides for governor’s rule when a provincial government can no longer be carried out in accordance with constitutional provisions. In tandem with the political suspension, the federal government appointed Dr. Muhammad Fakhr Alam as the new Chief Secretary of the province to manage administrative operations.

Security and Governance Justifications

The federal cabinet cited a severe deterioration in the provincial security landscape as the primary catalyst for the decision. During the cabinet session, officials reported a 195% increase in terrorist attacks within Khyber Pakhtunkhwa. The federal government characterized the provincial administration’s response as “deliberate disengagement” from counter-terrorism efforts, claiming the local leadership failed to prioritize security stability.

Tensions between the federal and provincial governments have been mounting since Oct. 4, 2026, when the Pakistan Tehreek-e-Insaf (PTI) launched a “long march” toward Islamabad. Federal authorities maintain that the provincial government’s involvement in the protest movement exacerbated existing security risks and contributed to a breakdown in administrative cooperation.

Parliamentary Ratification

The emergency measures are subject to legislative oversight. Separate sessions of the National Assembly and the Senate have been summoned for Oct. 13, 2026, to review and ratify the proclamation. Under constitutional requirements, the federal government must present the emergency decree before Parliament for approval within a specified timeframe to maintain its legality.

For the duration of the emergency, Governor Kundi is expected to exercise executive powers on behalf of the President. The provincial assembly remains in a state of suspension rather than dissolution, though the immediate functions of the Chief Minister and his cabinet have ceased.
