Since NCIS began as a spin-off of JAG in 2003, viewers have continued to tune in as an ever-changing cast of officers tackled naval crimes not just in the United States, but around the world. Though the flagship series is based in and around Washington, D.C., the team has traveled around the country and even overseas to places like Afghanistan for specific storylines. Its premise has made it easy to branch off and focus on other offices based in separate cities, from the long-running Los Angeles to New Orleans, Hawai'i, and, most recently, Sydney. The short-lived NCIS: Tony & Ziva further broadened the franchise's horizons, unfolding across Europe, primarily Paris. Yet, it's taken surprisingly long for CBS' procedural giant to explore one of the busiest and most iconic port cities in America.
