Wolverine has been cursing the Weapon X Program for decades over its legacy of kidnapping, torture, and treating him like an animal. There was a Jeph Loeb story that showed Logan willingly going along with the process, but Romulus told Doctor Cornelius to erase his memory. Regardless of the history, Wolverine was used by the people who experimented on him to give him his adamantium skeleton.
