FBI Spin-off CIA Ordered, Lucifer’s Tom Ellis to Lead Cast

CBS unveiled a major expansion of its FBI franchise with the announcement of CIA, a new series starring Tom Ellis. The show follows a rogue CIA officer and a rule-bound FBI agent forced to work together. Created by Dick Wolf and David Hudgins, the series arrives amid a broader reshuffling of the franchise lineup.

Tom Ellis to lead new FBI spin-off CIA’s cast

CBS has ordered a new addition to the FBI franchise, titled CIA, with Tom Ellis confirmed for one of the lead roles (via Variety).

The series will debut during the 2025–2026 broadcast season and will focus on CIA agents operating in New York. The official logline describes it as “a one hour crime drama centered on two unlikely partners – a fast-talking, rule-breaking loose cannon CIA case officer (Ellis), and a by-the-book, seasoned and smart FBI agent who believes in the rule of law.”

CBS first reported the concept for CIA in January 2025 and initially planned to introduce the characters through a backdoor pilot in an episode of the current FBI series (via Variety). The network later opted for a direct-to-series order. Casting teams are currently selecting the second lead and additional roles.

Dick Wolf and David Hudgins created CIA, with Hudgins taking on the role of showrunner. Wolf, Hudgins, Nicole Perlman, David Chasteen, and Peter Jankowski serve as executive producers. Universal Television produces the series in association with Wolf Entertainment and CBS Studios.

CBS announced CIA after canceling FBI: Most Wanted and FBI: International, reshaping the FBI franchise lineup. The original FBI series remains on air under a multi-season renewal granted in 2024.

Tom Ellis, best known for starring in Lucifer, also appeared in Miranda and Hulu’s Tell Me Lies. He will co-star with Sterling K. Brown in Hulu’s upcoming limited series Washington Black.
