Discovery of Algorithm Proves Election Fraud [semi-satire]

In his research into the Wisconsin Election Commission's (WEC) voter registration database, Andrew Paquette found that the frequency of voter ID numbers ending in zero was 30.6%. The frequency for every other numeral being the last digit of an ID was 7.7%. If the numbers were issued either sequentially or randomly each numeral would have a 10% chance of showing up as the last numeral in each ID in the database.
