To be quite honest, anyone in the modern day can write and self-publish a book. It doesn't really take much anymore, with the internet allowing people to create and upload their own work. That doesn't mean it'll be good, though. A lot of books out there are clearly written by inexperienced writers, with syntax and grammar errors all over the place, and very little substance in the story. This is especially true in fantasy, which is a genre more popular than ever.
